ROLL CALL READINESS PROGRAM

Exercising and Testing Key to Being Prepared
Mutualink is assisting in National Incident Management System, (NIMS) Compliance. We provide guidance and assistance in meeting the goals of the National Incident Management System through providing ICS-700 and ICS-100 Training to Mutualink IWS users and private sector partnerships. ICS-700 and 100 are nationally accepted standards to respond to national, regional, and community incidents or disasters. This training has a proven track record resulting in reducing costs, reduced duplication of activities, and more effective response to incidents.

What is ICS-700?

ICS-700 is an introduction to an awareness level course that explains NIMS components, concepts and principles. It is provided through a self taught web based program through the Federal Emergency Management Agency 's Independent Web Site or through a class room environment.

What is ICS-100?

Introduction to the Incident Command System, introduces the Incident Command System (ICS) and provides the foundation for higher level ICS training. This program also is provided through a self taught web based program through the Federal Emergency Management Agency's Independent Web Site or through a class room environment.

Intercom testing for September and October has come to a successful end. We are looking forward to multi-agency linked and field-to-field linked exercises during the month of November.

National Emergency Communications Plan Goals
The National Emergency Communications Plan (NECP) established the following seven objectives for improving emergency communications for the Nation’s Federal, State, local, and tribal emergency responders:

Formal decision-making structures and clearly defined leadership roles coordinate emergency communications capabilities.

Federal emergency communications programs and initiatives are collaborative across agencies and aligned to achieve national goals.

Emerging technologies are integrated with current emergency communications capabilities through standards implementation, research and development, and testing and evaluation.

Mutualink is pleased to publish its inaugural Preparedness Today newsletter
 

Our mission is to make Mutualink the communication resource sharing platform for the implementation of the Department of Homeland Security's National Response Framework (NRF). The NRF is an all hazards all disciplines plan that defines the roles and responsibilities for all levels of federal, state and local governments as well as private entities to ensure a state of national emergency preparedness and response readiness.

A key element of national and community preparedness is coordinated planning and response among public and private organizations. Collaborative, real time interoperable communications capability is a foundational aspect of implementing an effective preparedness network, because incident command and management is based upon information sharing and situational awareness, fast and reliable communications, and well coordinated response activities.

Our philosophy is that interoperable communications technology is not a preparedness solution. Rather, it is a tool through which a state of enhanced readiness and response capability can be achieved.

The diversity of the public and private entities participating on the preparedness network and the gravity of the purpose necessarily entails a commitment to consistent emergency communications exercises through regular use of the system. This will ensure that users to turn to it with confidence in times of crisis. Moreover, all participants on the preparedness network need to understand the core principles of the incident command system (ICS) which provides the framework for relative roles and responsibilities of the participants. By implementing these fundamental activities, your community will bring itself to a new state of readiness and response capability that few communities have yet to achieve.

As a committed partner in enhancing emergency preparedness, Mutualink, through its Roll Call Readiness Program, is facilitating regular communication exercises of varying complexity and assisting private entities on the preparedness network in obtaining the required Federal Emergency Management Administration (FEMA) certifications.

The content of Mutualink’s Preparedness Today newsletter is broken down into several sections. We will update preparedness network members on the ongoing communication drills of various sorts and complexity, we will recognize those entities and individuals that have recently obtained FEMA certifications and we will bring other news and resources related to your community’s preparedness. We hope you find it informative and useful.

Feature Spotlight: Real Time Telephone Interconnect
 

Effective preparedness and incident response requires communication among first responders and other critical community assets. While two-way radio is the primary tool of voice communications among first responders, there other communications methods and forms that play an important role in creating a seamless, real time emergency preparedness and response platform. An environment that permits communications between and among participants that use different communications systems and methods enables the sharing of information, data and video. This capability creates the necessary framework for effective incident command system implementation, establishes shared situational awareness, and enables an adaptive and robust coordinated response capability.

Among the variety of communications assets that may be dynamically linked into Mutualink platform is real time telephone interconnect. The telephone capability enables participants to join an incident in real time over any landline or wireless telephone.

Mutualink is pleased to be installing its first Telephone Network Interface Controller (T-NIC) at the Northwest Bergen Central Dispatch in Ridgewood, New Jersey. Mutualink’s T-NIC acts as a gateway to the telephone network and interfaces through:

  • POTS: either station or trunk interfaces
  • Native VoIP: uses standard SIP and RTP protocols to communicate with external VoIP PBXs, PSTN gateways, etc.

The T-NIC’s out-call capability allows authorized IWS users to add participants from a landline or wireless telephone to an incident. The T-NIC’s in-call capability allows telephone callers to either be connected directly to an IWS, or be prompted to enter a PIN, then be connected to either an IWS or an incident in progress.
