Emergency Preparedness and Interoperability Grants for Law Enforcement and Public Safety Agencies

The Edward Byrne Memorial Justice Assistance Grant (Byrne Grant/ JAG Grant)

Purpose: The Edward Byrne Memorial Justice Assistance Grant Program allows states and local governments to support a broad range of activities to prevent and control crime and to improve the criminal justice system. JAG replaces the Byrne Formula and Local Law Enforcement Block Grant (LLEBG) programs with a single funding mechanism that simplifies the administration process for grantees.

  • Law enforcement programs
  • Prosecution and court programs.
  • Prevention and education programs.
  • Corrections and community corrections programs.
  • Drug treatment and enforcement programs.
  • Planning, evaluation, and technology improvement programs.
  • Crime victim and witness programs (other than compensation).

Eligible Applicants: Any law enforcement or justice initiative funded under the Byrne Formula or LLEBG Programs is eligible for funding under the JAG Program's six purpose areas. JAG funds can be used to pay for equipment. Funds are provided for States and Local agencies.

Program Awards: Employs a crime statistics based allocation method.

Recovery Act: Edward Byrne Memorial Justice Assistance Grant (JAG) Program (Local Solicitation)

Total Funding Available in FY 2009: Locality Driven Allocations

Purpose: JAG funds may be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, and contractual support, information systems for criminal justice, and criminal justice-related research and evaluation activities that will improve or enhance:

  • Law enforcement programs.
  • Prosecution and court programs.
  • Prevention and education programs.
  • Corrections and community corrections programs.
  • Drug treatment and enforcement programs.
  • Planning, evaluation, and technology improvement programs.
  • Crime victim and witness programs (other than compensation).

The stated purposes of the Recovery Act are: to preserve and create jobs and promote economic recovery; to assist those most impacted by the recession; to provide investments needed to increase economic efficiency by spurring technological advances in science and health; to invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits; and to stabilize State and local government budgets, in order to minimize and avoid reductions in essential services and counterproductive State and local tax increases. Recovery Act JAG grants require additional Recovery Act justification.
